I don't think he should pay too much attention to it as I believe Kubo is setting us up for another mindfuck. That Juha shape is prob a means to throw us off from the real villain...sorta like what he did with Aizen.

Fake Juha's final words are prob referring to him failing his task like you said....Picture the following 3 panels in sequence and imagine this happening at the same time.
Kirge get's cut down for letting Ichigo escape through the garaganta or whatever it's called and at that very same time Yama finishes fake Juha which then apologizes to the real one who's staring Urahara down.

Anyway, the reason I quoted you is because it should be noted that the mysterious guy in the shadows looks similar to the guy in this color page...in the middle...
I mean it's not a lot to go on, but it's the first thing I thought of when you reminded me about the dude in the shadows. If you look closely it kinda resembles the way his collar is drawn in the color page. I forgot about him tbh.
