Scraggy is a bipedal, lizard-like Pokémon. Its oval eyes are positioned on the sides of its head, and its teeth seem perpetually exposed. There is a small red scale on its yellow head. Beneath the yellow part of its head, its body is cream-colored with slender arms and a red, scaly belly. It drapes its loose, yellow skin around its legs, resembling trousers, which earn it more respect the more saggy they become. Some of this loose skin extends to form or cover a tail.

This loose skin is rubbery and can be pulled up to its neck to lessen the impact of attacks. Scraggy is quick to engage in battle, as it will headbutt anyone who catches its gaze using its thick skull. The skull is exceptionally hard. They take pride in their robust skulls, leading them to suddenly headbutt everything. However, the weight of its skull makes balancing difficult for Scraggy. These Pokémon travel in small groups, moving about lazily. It is said that Scraggy evolves into Scrafty once its skin has fully stretched out.
