Looker made his first appearance in Frozen on Their Tracks. Ash and his friends encountered Looker while they were on a train heading to Lake Acuity. They decided to assist him in distributing the numerous lunch boxes he had purchased. Looker took it upon himself to investigate the cause of the signal that halted the train, discovering it was orchestrated by Team Galactic.

He reappeared in Gateway to Ruin!, delving into Team Galactic's activities in Mt. Coronet. To blend in, he disguised himself as one of their grunts.

In Unlocking the Red Chain of Events!, Looker showed up once more, having been captured by Team Galactic and held captive at the Fuego Ironworks. By DP152, he had managed to arrest several Team Galactic members.

While attempting to dismantle Team Galactic, Looker formed an alliance with Team Rocket. Jessie, James, and Meowth fondly refer to him as Boxed-Lunch Guy (Japanese: Mr. Lunchbox) due to his act of giving them boxed lunches during their time on the Ampharos Train. This simple gesture earned their unwavering loyalty.
