Azelf is a diminutive, gray-blue, fairy-like Pokémon. It features two tails, each adorned with a red jewel. Its face is partially cyan, and it bears another red gem embedded in its forehead. Azelf has a cone-shaped head with protrusions resembling elf ears on either side.
Alongside Uxie and Mesprit, Azelf forms part of the legendary trio known as the lake guardians, initially discovered in the Sinnoh region.
Azelf's spirit can leave its body without causing death, returning at will. It rests at the bottom of a lake to maintain world balance. This Pokémon can control an individual’s will or inhabit their body. Legends claim that harming Azelf could strip humans of their willpower, rendering them immobile forever. Consequently, Azelf is feared for its ability to manipulate adversaries into puppets. It demonstrated teleportation capabilities in "The Needs of the Three! (DP151)" and "The Battle Finale of Legend! (DP152)", moving both Pokémon and humans. Azelf tends to be cautious around others but shows bravery when threatened. Historically, it has been called the "Being of Willpower" due to its role in inspiring human determination.
In conjunction with the other lake guardians, Azelf is necessary for creating a Red Chain, either through gems extracted from its body or its fang. They also possess the power to destroy a Red Chain and calm enraged deities Dialga or Palkia, though not both simultaneously. In "Pokémon Legends: Arceus", Azelf exhibits the ability to communicate in the human language via telepathy.
