I don't think he should pay too much attention to it as I believe Kubo is setting us up for another mindfuck. That Juha shape is prob a means to throw us off from the real villain...sorta like what he did with Aizen.

It also explains why Hyori (hope i spelled her right) said she smells a "shinigami" right before the dude went to HM to set things up with fake Juha
Fake Juha's final words are prob referring to him failing his task like you said....Picture the following 3 panels in sequence and imagine this happening at the same time.
Kirge get's cut down for letting Ichigo escape through the garaganta or whatever it's called and at that very same time Yama finishes fake Juha which then apologizes to the real one who's staring Urahara down.
I've been wondering about these pages in addition to a sketch from repeat & reboot I can't find now (a guy with spiky hair's sketch). The first guy your post looks like a Quincy, Hiyori smelled a Shinigami, so I'm not sure it's the same guy, but one of these 2 (if they're not the same person) is probably the one who attacked Kirge, since as I mentioned previously opening a Garaganta is not simple and few are those who know how to open one.
About Bach's theory, I think I'll put it aside for now since there are still some mysteries and I'll think of the original Juha Bach as a person or just a mystery until we get further plot-points. As many people mentioned, the blondie will be the one to take control of things for now, he's not a normal subordinate after-all.
