It's not really. They're completely opposite abilities. That's the source of the whole conflict between shinigami and quincy: kill the hollows completely which alters the balance of souls (Quincy) or lead them to the other side (Shinigami). So no, having both is not, in theory, possible. There's also the fact that Quincy consider shinigami unholy or something like that. So I don't see why a Quincy would want to learn how to be become a shinigami.
If it at least the strongest Sternritters wouldn't need to steal (or fear) bankais.
But what the hell, Kubo is a known troll so it really wouldn't surprise if he had one.
Both Quincy and Shinigami are teachings, with talents and traits that can be inherited. The inherent soul power of a spirit is taken and "used" in certain ways - either to be used for reiatsu and shaping part of yourself into sword, or for absorbing outside energy particles and manipulating them.
At the same time its a doctrine - Shinigami is far more "militaristic" approach with the traditional bushido code and all, while Quincy is more "religious" approach with devotion to worship and tradition.
Its a teaching one learns. So theoretically one could learn the other one too(the probklem with learning quincy of course has been that there's no one to teach it)
Think of Quincy and Shinigami as Jedi and Sith. Any force-sensitive person can become either and one can become another or be in-between.
We already seen arrancar trained in quincy teachings.
So yeah, Quincy could learn how to become shinigami and vice versa - its just that no quincy wants to go back(and most likely can't) and there are no quincy teachers f
