Neinhart was one of the worst. Those people were only troubled by him because they were already injured.
Jellal and Kagura weren't really injured. So is Gray, Lyon, Meredy & Juvia.
What does it change? Jellal curbstomped Neinhart. Kagura one-shotted Simon. Gray and Lyon were only held back emotionally otherwise they would've dealt with Ur easily. Laxus, Erza and Wendy were heavily injured from their previous fights. Meredy and Juvia is the only debatable case.
Neinhart is one of the weakest Spriggans. If you have a strong will and are in (which most of the good guys in this manga do), you can deal with his Historia's pretty easily.
I was just correcting your statement on them being hurt. Either way, whether or not Neinhart is strong or weak is kinda subjective here. For starters, no one besides Erza overpower the Historia mentally. And Neinhart survived a direct attack from Jellal. Plus he conjured three Spriggan at the same time. His feat is still there as unimpressive as it stands.
Those three Spriggans were way weaker than their originals as mentioned by Gildarts ._.
He still conjured three Spriggans, besides even if God Serena is weaker, Natsu and the others still struggled against him.
Well either way, Neinhart is going to be beaten soon, so him being weak or strong is hardly relevant anymore.
