I mean, he might have been able to on a few occasions but winning to completely at this stage would increase the difficulty by a lot. There is nothing those in power fear more than a disadvantaged fight. If he becomes known as someone powerful enough to beat rankers while still remaining on a low enough floor to incur a penalty it would probably become priority one to hunt him down before he can grow more powerful in comfort. We will probably see it soon though, once Olympus becomes serious about trying to hunt him down in full force he probably won't feel the need to hold back anymore.
