Woop Slap is the mayor of Luffy's hometown and has held this position for over a decade. He was the first person to stand up for Luffy during his confrontation with Higuma. Although he initially criticized Luffy's dream of becoming a pirate, calling it shameful for the village, he later referred to it as Luffy's "destiny," albeit in a questioning manner. Despite frequently voicing his disapproval of Luffy's choice to become a pirate and his growing notoriety—he was disappointed when the villagers celebrated Luffy's latest bounty by drinking—he genuinely cares for Luffy's well-being, as evidenced by his plea for Higuma to spare Luffy's life when he was a young boy.
His criticism of Luffy, the village's most infamous resident, seems to stem from his role as an authority figure. Woop Slap finds the idea of Luffy (and by extension, his father) waging war on the World Government absurd. He even believes that Luffy is better than his notorious crewmates, whom he refers to as "freaks." Woop Slap often discusses Luffy with Makino, who appears to be the only villager willing to listen to him.
He is acquainted with Garp and his family, including Dragon, and considers all three generations of Garp's family to be crazy. Woop Slap also wonders if Dadan is aware of the Enies Lobby incident.
