Tokiya is a second-year student at Nashikiri High School and wields the madogu Ensui ("Dark Water"), a sword that uses water to form its blade and can control water in all three states: liquid, solid, and gas. He is commonly known by his last name, but his friends have given him nicknames like "Mi-chan" or "Mi-bo".
Regardless of his age difference between the anime and manga, Tokiya initially seeks Yanagi from Recca because she resembles his deceased sister, Mifuyu Mikagami, who was murdered in front of him when he was young. He employs the Hyomon Ken style, developed specifically for the Ensui and the Hyoma En, another water-controlling madogu focused more on solid water forms. Tokiya teams up with Recca to rescue Yanagi from Mori Koran's mansion and remains part of their group throughout the series.
In both the anime and manga, Tokiya is initially depicted as cold and distant, often belittling his teammates' abilities and intelligence. However, he is protective of Yanagi, who reminds him of his late sister, and shows romantic interest in her in the manga. Other characters frequently commend Tokiya for his intellect and calm demeanor during battles, some even considering him the strongest Hokage member in regular combat. One notable trait is his more ruthless and cruel nature compared to his teammates, acknowledged by antagonists Kurei and Mikoto.
Certain aspects of Tokiya's personality and appearance differ between the anime and manga/games. In the manga and games, his hair is light blue, while it is brown in the anime. The Flame of Recca Original Soundtrack Vol. 2 CD booklet lists his age as 17, whereas the manga states he is 16 years old. Besides these differences, Tokiya's character development is less pronounced in the anime compared to the manga, where he becomes more open to emotions beyond his desire for vengeance towards the end of the series, attributing this change to his encounter with Kai, a fellow Hyomon Ken practitioner, and his friends.
