Fuuko is Recca's childhood friend and has always aspired to defeat him in battle so that he would serve her as her ninja. Initially appearing as one of Recca's rivals, she aims to make him her loyal ninja. After failing to defeat Recca, she accepts the Fuujin from Kage Houshi (Kagerou) after witnessing its power. Fuuko falls under Kage Houshi's control due to a stone implanted in the Fuujin. Recca destroys the stone, freeing Fuuko from this mind control. She continues to wield the Fuujin for the rest of the series.

Fuuko is often perceived as tomboyish by others and is frequently teased when she shows any sensitivity or femininity. She holds a deep respect for human life and despises those who take it lightly. This trait is highlighted when her opponent, Fujimaru, expresses his willingness to kill anyone, including women and children, to achieve victory.

Towards the end of the series, it is revealed that Fuuko was in love with Recca but decided to step aside so that he could have a happy ending with Sakoshita Yanagi.
