Koumei is a Police inspector hailing from Nagano. He shares a history as both a childhood friend and rival of Inspector Yamato. Koumei and Yamato Kansuke attended the same elementary school, marking the beginning of their relationship. Koumei's early detective skills were so remarkable that they inspired a book titled "Komei-kun from Second Grade Class A!" which featured a character based on him and another based on Yamato. Koumei holds this book dear, keeping it in his car's glove compartment as a tribute to its author, a friend who has passed away. Initially, he held a high rank as an inspector in Nagano. However, he briefly left his post to search for Yamato after the latter was left for dead in the snow during a case. After locating the suspect and aiding in Yamato's rescue, Koumei's rank was reduced to an inspector in a local Nagano force. Eventually, it is revealed that he has returned to the main headquarters. Koumei is typically portrayed as calm and well-mannered, contrasting with the quick-tempered Yamato. According to Yamato, Koumei often disregards others entirely while investigating and sometimes operates outside his jurisdiction to solve cases. He is willing to risk his life if necessary. The rivalry between Yamato and Koumei is mostly friendly, centered around seeing who can solve a case first. Yamato has made efforts to get Koumei reinstated in the regular force and has even entered a burning building to save Koumei's life.
