Tsukishima was the former leader of Xcution, an organization he founded by gathering individuals with similar goals—to rid themselves of their Fullbringer powers. He discovered a method to achieve this by transferring Fullbringers' powers into a Shinigami representative. However, for reasons unknown, he had a change of heart. He betrayed his comrades, killed the Shinigami, and eliminated everyone who had already transferred their powers.
During the Lost Agent arc, Tsukishima attempts to prevent Kurosaki Ichigo from getting close to Xcution and its new leader, Ginjou Kuugo, by attacking Ichigo's friends.
It is later revealed that Tsukishima and Ginjou have been working together from the beginning. Ginjo seems to be Tsukishima's savior, though the details remain unclear. Tsukishima is seen supporting Ginjo throughout the rest of the series.
