Commander Ripper served as one of Axe-Hand Morgan's officers at his base in the East Blue. After Morgan's defeat, he took over the base's operations. He allowed Luffy and Zoro to escape without reporting them to headquarters for ending Morgan's tyranny, and later imposed food restrictions on himself and his entire squad as a result. He is also the one who permitted Koby to join the Marines and forced Helmeppo to do the same. Unique among the Marines, he finds himself caught between "Absolute Justice" and "Moral Justice."
