Conis's father and a brilliant inventor from Skypiea, Pagaya is known for fixing the waver that Nami rides. He has a habit of apologizing for everything, even for things he isn't responsible for or situations that don't require an apology, such as introducing himself or accepting a drink.
Initially believed to be dead after being attacked by Enel while aiding an injured member of the Royal Guard, who had just revealed Enel's plans to destroy Skypiea, Pagaya later resurfaces alive and well. Despite the Straw Hat Pirates being labeled as criminals for not paying their toll fee, he assists them in their journey.
