Shiratori made his debut in the first Detective Conan movie, "The Clockwork Skyscraper," as part of Inspector Megure's police force. Initially, Shiratori appeared exclusively in movies, playing significant roles in the first three films. Eventually, he became a full-fledged inspector. As a child, Shiratori was dedicated to becoming a lawyer and had memorized parts of the law. One day, he witnessed a young girl confronting two juveniles attempting to steal mangas from a bookstore. To thank him for assisting her, the girl bought him a drink and created a cherry blossom pattern from the straw wrapper, symbolizing courage for the Japanese police due to the distinct form of their badge. This event inspired Shiratori to pursue a career in law enforcement instead of becoming a lawyer. Shiratori joined the Tokyo Metropolitan Police Department and worked with Inspector Megure, often serving as an additional officer or set of eyes before earning his own rank as an inspector. When Satou Miwako joined the department, Shiratori believed he had encountered his childhood love again. Both he and his younger colleague Takagi saw themselves as rivals for Satou's affection. Shiratori frequently tried to impress by asking Satou on dates, but she always turned him down. Ultimately, he began dating Kobayashi Sumiko, realizing she was his true love. As a police officer, Shiratori is fairly average. He remains calmer on cases compared to Takagi or Satou. While Shiratori acknowledges Conan's intelligence for his age, he doesn't usually value Conan's opinion much, often feeling that Conan gets in the way. However, Conan always proves otherwise. Unlike Kogorou, Shiratori pays attention when Conan points out something intriguing. Shiratori can appear cocky in his rivalry for Satou's affections but is generally more modest, especially in the first Detective Conan movies or when with his now-girlfriend, Kobayashi Sensei.
