Known as Nero the Sea Weasel, Nero was the newest addition to CP9. He first appeared on the Puffing Tom, assisting in escorting Nico Robin to Enies Lobby. However, being a new recruit, Nero is only a yonshiki-tsukai (四式使い, four-power user) rather than a rokushiki-tsukai (六式使い, six-power user). Among the rokushiki techniques, Nero has mastered soru, geppou, kami-e, and rankyaku but still lacks proficiency in tekkai and shigan. To compensate for his inability to use shigan, Nero carries guns, and he avoids taking hits to make up for his lack of tekkai. Nero tried to prevent Franky from rescuing Robin but was punched through the roof of the Puffing Tom, landing in the room where the rest of CP9 was located. He continued to fight Franky, declaring his intent to kill him, but Lucci intervened, stating their mission was only to capture him. Lucci gave Nero three seconds to escape, after which he swiftly defeated Nero with five shigan attacks. Lucci then personally dismissed Nero from CP9. It remains unclear whether Nero survived, as Lucci is known for his lethal accuracy, and Nero's lifeless body was thrown into the ocean during Aqua Laguna, one of the world's most severe storms.
