Lucci is one of the five foremen at Galley-La Company's Dock One. He appears to be a ventriloquist, using his pigeon, Hattori, to speak for him. Lucci demonstrates impressive fighting skills when engaging in battles with Paulie and later with Luffy. Not much is known about Hattori, the pigeon often seen perched on Lucci's shoulder. It seems to have no special significance. While acting as Lucci's voice, Hattori exhibits human-like body language, mirroring the behavior of a professional shipwright by constantly insulting and lecturing Paulie due to his reckless lifestyle. Hattori shows affection for its emotionless and bloodthirsty master, as seen when it flew to Lucci's unconscious body. The pigeon also tends to leave its master during battles, returning immediately afterward. Hattori's name likely comes from combining the Japanese word for pigeon, "hato" (鳩), with the word for bird, "tori" (鳥). Later, Lucci is revealed to be a member of CP9, also known as Cipher Pol Number 9, and one of the main antagonists in the Water 7 and Enies Lobby arcs. Lucci presents himself as a cold and collected CP9 agent, rarely showing any emotions. Despite this, he does not tolerate insults. During his fight with Luffy, he ignored Usopp until he began insulting him. An example of his ruthlessness is his brutal assault on his friend of five years, Paulie, whom he even tried to kill after the CP9's identities were revealed. Lucci states that he feels no true bond with the city he has lived in for five years and seems to have no feelings for his fellow CP9 colleagues, especially Spandam. As the strongest member of CP9, Rob Lucci's immense power is acknowledged even by the Shichibukai. At just thirteen years old, Lucci was already known as a highly capable mass murderer, having killed 500 soldiers and an entire pirate crew single-handedly.
