Jinpei Matsuda was initially part of the Tokyo Police bomb squad. Matsuda had exceptional boxing skills, taught by his father, a former professional boxer. He was also mechanically inclined, capable of repairing cars, and adept at disassembling, repairing, and reassembling firearms. Notably, he could defuse bombs rapidly, completing the task in just three minutes.
Matsuda appeared in several flashbacks involving Sato. In these, he was shown resolving the bombing case and sending Sato the location of the second bomb, moments before tragically dying in the Ferris Wheel explosion.
