Monkey D. Garp is a celebrated Marine hero known for his numerous confrontations with the late Pirate King, Gold Roger. He is regarded by Whitebeard as one of the few individuals who truly understand the seas from the era of Gold Roger.
In the early stages of Luffy's life, Garp trained him rigorously to become a formidable Marine. This involved throwing Luffy into valleys, leaving him alone in perilous forests, and tying him to balloons at high altitudes—all aimed at strengthening him. After this intense training, Garp entrusted Luffy and Ace to the care of Dadan.
Garp is initially introduced during Koby's mini-series as the Marine Officer responsible for escorting Captain Morgan. However, after falling asleep, Morgan escapes by hitting Garp and taking Helmeppo hostage, fleeing on a small boat. Garp wakes up unscathed, seemingly breaking a cannon in the process.
When Koby pleads to chase after Morgan and Helmeppo, Garp permits him to do so. Upon their return, the boys offer themselves for punishment, but Garp suggests an alternative course of action. He declares that they are nothing but trouble and the only way to keep them in line is for him to take charge of their training. He takes them back to Marine HQ to train them to become exceptional Marine Officers.
