A self-proclaimed brilliant strategist, Mr. 3 takes great pride in his supposedly flawless plans. He was ordered to kill the Straw Hat Pirates and decided to claim the bounty on the giants Dorry and Broggy. Mr. 3 ate the Doru Doru no Mi (Wax-Wax Fruit in English), granting him the ability to produce molten wax from any part of his body, though he cannot turn himself into wax.
He sabotaged a sacred battle between the two giants and captured Vivi, Nami, and Zoro. He created a massive spinning wax cake using his Devil Fruit powers, intending for it to rain wax down upon them. The desired effect was that the three would slowly be encased in wax and suffocate to death, also providing Mr. 3 with human wax statues, which he admits are difficult for him to create perfectly. Mr. 3 was ultimately defeated along with three other Baroque Works Officer Agents: Miss Goldenweek, Mr. 5, and Miss Valentine.
After his defeat, he was sent to Impel Down and held captive on the second level. When Luffy attempted to save Ace, he encountered Mr. 3 after meeting Buggy the Clown on the way to level 5 where Ace was held. Luffy freed him, naively thinking Mr. 3 would help him rescue Ace. However, Mr. 3 had other plans; his escape plan with Buggy took priority over Luffy's mission. He also considered Luffy's mission impossible.
