Arlong the Saw is a sawshark fishman and was the pirate captain of the all-fishman crew, the Arlong Pirates. He was formerly part of the Sun Pirates and is the older brother of Madam Shyarly. Known as the main antagonist in the Arlong Arc, he held the highest bounty in East Blue before being defeated by Monkey D. Luffy.
Like many One Piece characters, Arlong has his own unique laugh, "Shahahahaha." He considers humans inferior and treats them cruelly, preferring to separate his race from humans. He firmly believes that fishmen are superior in every way and thinks nothing of killing humans, though he often opts to control them through money and deals, as seen with Nami and Nezumi.
Arlong has an eye for spotting exploitable talent and is an excellent planner. He spent eight years using Nami and her maps to plan his takeover of East Blue. Despite his ruthless nature, he keeps his promises about money. For instance, he honored the agreement to release Nami if she brought 100,000,000 Beli, though he exploits loopholes in deals to unfairly get his way.
He is easily angered, going berserk after being attacked by Usopp and needing to be restrained by his crew to prevent him from destroying the town. During his fight with Luffy, his constant fighting back enraged Arlong, making him reckless and destructive, even damaging his own headquarters while attacking Luffy.
Arlong has been ill-tempered since his younger years but wasn't always entirely brutal. During a battle with the Marines, he told Jinbe to leave unconscious Marines alone. However, Tiger's death intensified his hatred towards humans, leading him to commit murder and enslaving humans just as they once enslaved fishmen.
Despite his extreme views, Arlong displayed strong brotherhood with his crew and even towards Nami despite their species divide. He looked after his crew members and betrayed Nami only because he didn't want to lose her talent. In the final moments of the battle with Luffy, he stated that Nami was his crew member forever. If humans insulted their group, Arlong would react, and his officers tried to keep his temper under control. When weaker members of his crew were hurt, he sought revenge on those who harmed them.
Ironically, Arlong is a hypocrite, accusing Koala of looking down on fishmen while preaching fishman superiority himself. Despite his hatred of humanity, according to Hatchan, Arlong never harmed fellow fishmen, caring deeply for his crew. When Luffy used one of his crew members as a shield, Arlong became extremely angry.
