Interestingly enough, I can see Homura as both sexes.  But I rather Homura pick one - male or female - than being something in between.

he [if you mean homura] can't choose if his body is male or female, because he has an unstable body (said in previous chapters) and it reacts to his/her ashikabi's will.

minato obviously prefers female sekireis, so that explains why homura grew breasts.

minato was unaware of this fact and told homura that it doesn't matter for him if homura is male/female as long as he is himself.
