Does Naruto have short term memory? This guy killed Neji, his parents, he's the reason why almost every bad thing in the series happend, but somehow Naruto just seems like it doesn't matter anymore because Obito also wanted to become Hokage a long time ago. Naruto just keeps making me dislike him more and more.

Think for a moment, and understand what Naruto meant, the context, and Naruto's emotional nature, and what he felt specifically during those scenes.

Character development in the first place isn't changing so suddenly like that, I can't let that slip itself.

I'm not sure what you mean by another villain. The two last antagonists were Madara and Obito, so saying ''another villain'' to Kagyua make it seem like Madara and Obito were introduced late themselves.

Because Kakashi way of expressing sadness is not the same as Naruto. Kakashi never expressed his emotions or sadness widely like Naruto. Different characters, different ways of displaying emotions. Kakashi probably feels more guilty than sad.
