1) I am interested in why its described as "not a new power but something he(that quincy) could not use before".
2) Which would explain the current quincies power in comparison to those during genocide - there are less quincies, thus each is more powerful. Thus the less quincies will become in numbers the more powerful their abilities will become.
1) Because they were one-shot by Oeutsu and they have no chance to go volstanding (or how it is called). I think they are now in volstanding (check wings).
2) Isn't it because they were in the Soul Society for so long time (10 years?) and "soul particles" are their source of power?
ps. "Old quincies" surpassed the limits of human body long time ago. Same as fullbringers.
so... I don't get Bach's power...

Well, Bleach takes like 2 minutes of my week, so I don't have even to whine about it, cause it would take more time than reading it :D

It's hilarious how you're putting Naruto down and then praising Bleach which is complete and utter garbage in comparison.
If Bleach was to be as good as Naruto at its worst it would still be a vast improvement over how it is now.
Bleach at it worst is still better than Narutoe nonsense that has been going on since "Part II", when Kishimoto became complete misogynist in how he treats his female characters and turned the lead into despicable whiny brat obsessed with his abusive childhood friend(at least Ichigo's character growth and survivor' complex makes sense). And then it turned into Jesus Christ metaphor.
I dropped that shit since revival deus ex machina and I have not looked back ever since and happier for it.
Though I agree Naruto is anything but amazing, I must agree with Scabab that Bleach pales in comparison, which says a lot. Bleach is horrendously bad lately, and all I can hope is that the end is drawing near, because each week I'm annoyed by another bad chapter and the urge to drop it increases. But having stuck with it this long I might as well finish it eventually.
Because that's the exact same problem Naruto hasn't had for years? Once Bleach ends and will bring out a couple of decent chapters people will start wanking that also. Neither series is hardly better than the other.

The arc was something you'd except from a filler arc and not from the canon story. It was small potatoes after the Aizen saga, it had potential that it never reached because Kubo clearly rushed the final part of the arc after the sales took a dive.
That said it's fantastic compared to the manga now.
AS for other complains - that's shonen genre.
Not like this it isn't. I know the formula but I've never read anything that's followed it this badly. This manga has only been fodder fight after fodder fight for over a year with next to nothing happening inbetween.
Usually there might be 6-10 or so fodder that are dealt with in a couple chapters each. Here we have 20+ fodder who show up week after week after week.
There's back to back volumes where Ichigo hasn't shown up. He's hardly been in the manga the past year. Another 5 chapters in a row now where he hasn't shown up.
Everything that has happened in the past year could have easily have been done in just a few months.
every fight was varied and the sternritters so far have been sufficiently creepy and distinct, providing for some badass and cool fight scenes. Actually allowing A WAR to feel like a war should feel
The Sternritter are awful, they're too exaggerated so they have terrible designs and abilities. None of these fights have been memorable or important, they're only purpose has been to drag it out.
It doesnt feel like a war, it is just one secondary soul reaper character vs a fodder quincy character who shows up out of the blue over and over again and it's still not done.
