If you look on page 9 you obviously see that it's part of his dark getsuga tenshou's blast hitting on the barrier with bit of both flying away because of the pressure.I think what I mentioned above is what flameclaw100 meant, there's something going on with Ichigo right now, but I don't think he's turning into a hollow, he might get some kind of a power-up for his shinigami form though.
1-He's hitting pretty hard against the barrier, that white light is from the barrier. If you watch the last pannel on page 9 again you'll see that he's stabbing the barrier and that he somehow managed to pierce it a little. The light is pretty much part of the energy barrier that is surrounding him.
He has nothing on his face but on a pannel before this one, he obviously have a black stain that goes from under his left eye to near his neck, pretty much similar to the one he has on 3.
2-I didn't see it as blood but as part of his getsuga tenshou after it clashed on the barrier. If you review page 9 (the page before) you'll see that every moment Ichigo clash against the barrier, part of his GT fly off everywhere due to the barrier blocking it
Ichigo is putting all his power in a stab to pierce the barrier so obviously there's part of both the barrier and his reiatsu that'll fly off due to the clash.
3- Ichigo's face is covered by the same thing, it's either blood or a mark, not both. Also since it isn't symetrical and seem like it's something dripping from his face (Instead of just looking like it's splashed there like the other side of the face) it gives off the feeling of being blood more than anything else.

Getsuga tenshou is not the hollow Ichigo's attack, it's the ability of his bankai and is related to his shinigami power.
Yes Ichigo could use Cero, bring a hollow mask or even go full hollow just like he can use his zanpakuto and could use kidou/hado if he took the time to learn them.
But the whole point is that before Dangai, Ichigo had to materialise a mask and turn into a hollow to drink the apple juice. The only way he could use any hollow power was by materialising hollow attributes.
Now he's drinking the mixed juice which got both shinigami and hollow power in it without having to use any hollow attributes.
Basically he's already using his whole power, creating a mask wouldn't make him more powerfull, nor would it make him able to use more hollow power.
What you said still imply that Ichigo didn't fused his power, which is wrong.
Ichigo can only drink the mixed juice now, which is a balanced juice made of the power of both his shinigami and hollow sides. He doesn't have leftover apple juice to drink to make himself more hollow than shinigami.
The reason Ichigo look like a shinigami on the outside and stick to "be" a shinigami is only because of his personnal preference He's not a shinigami anymore, neither is he a hollow, he's something over both of those concept.
Also I guess the confusion sometime comes from the 'hollow power' term. By hollow power I do not mean a hollow skill (like Cero) but how the reiatsu feel.
When Ichigo fought against Ulq he felt that Ichigo had a reiatsu similar to his when he was fighting with shinigami arts alone, that's because his hollow power (His hollow reiatsu) was mixed together with his shinigami reiatsu.
Ichigo could shot a Cero and a shinigami could be confused wondering why does the Cero feel like a shinigami's reiatsu because he inputted shinigami reiatsu in his Cero too.
