I agree this is a lot of speculation I did here and even if it isn't Chao there's probably more chance for him/her to be Zect than another Fate (I get the feeling that there's only one Fate at a time and that the condition for the next one to be born is for the last one to die)
I'm sorry, but I didn't follow any of that. Chachazero is Evangeline's doll partner that has a doll pactio, like Chachamaru. However, it is not proven that doll pactios produce an artefact. Chachamaru has never shown her pactio card with Evangeline, neither has Chachazero. This, to an effect, proves that doll pactios do not produce artefacts.
Also, Chachamaru has henceforth proven not to be able to use magic. Negi's magic may power her artefact, however that is her only advantage (and Negi's pactio did not create the weapon, as it was one of Chao's inventions. It should technically be in the future). As a robot she doe not need to regain any stamina, and her fuel is replenished via the winding key.
I'd rather Zect than Chao at this point.
I don't recall her promising never returning, god she even said that they shall met again before parting.
Going from this era to the future is probably a ton harder than going from the future to the past since the future probably have the technologie to do it and don't rely on the magic tree.
She was planning to win but she lost, it's not like she had a super power that could blast everything since she obviously went all out. Still even at this point in the story a Casseiopeia would probably allow her to kick about everyone asses. She could only uses the Casseiopeia in the festival arc because of the very high magic density around the tree. If Chao is going to remake what happened in the last war then she'll have ton of magic at her disposal as well.
"We shall meet again" could simply mean "We will meet again in the future when I am born" or something to that effect.
Since Chao is from the future she would most definitely know the outcome of Negi's campaign in the magical world. It would not make sense for her to abandon her plan in Festival Arc if she knew that Negi's plan would lead to more bloodshed than Fate's.
More or less, if Chao was going "all out" against Negi, who was a fraction of the power he is now, that would make Fate much more powerful than Chao. Since Chao is so far not aligned with Fate, it makes her a 3rd power that is inferior to both Negi and Fate (unless it is an older and more powerful Chao).
A pactio is nothing hard, this is a basic ability that even low level mage could do.
Negi cannot perform a pactio on his own, that's Chamo's current significance. He seems to be only able to perform the basic Temporary Pactio anyway.

The only reason Negi won against Chao was because he had a Casseiopeia. God even Takamichi who is about as strong as Kurtz (who's as strong or stronger than Negi) couldn't deal with Chao. I guess you can say that she went all out.
Now Negi don't have a Casseiopeia and a Casseiopeia user is faster than the lightning speed Negi demonstrated, that and Chao could have other tools in her hand so it's pretty safe to say that Negi's team would actually have a hard time against Chao alone.
For Chao to call Negi her ancestor it means that they aren't in the same era at all. Negi will be long dead before Chao is born so no I don't think it means that they will meet again when she will be born.
