We still have no idea of what exactly behind the door and it could be anything. Well the last is one of the worst direction to tell us of what exactly happened in that room and you know Cross is capable of using magic so what we saw could be what he was planning. The most important thing about this murdering that I noticed is that Cross seems to know what is going to happen. Well you see how can one is so surprised to gone as far as to pick his own gun just because someone is knocking the door?
Well, if you say Hitler's forces have a way to killed one of the strongest Exorcist like Cross in on night without anyone noticed it then why did they gather newbies Exorcist anyway? It wouldn't make much sense to me if you say they only know how to counter their own Exorcist. And I don't really see a point for Hitler to silence Cross in a secret way either. Even though they don't love their Exorcist but it is still pointless to kill Cross now.
As for the Earl, it is still unclear of how strong he is and as you have said above if he has a power that is strong enough to wipe out the entire order - why does he still need the EEG so bad to create Akuma's force? Well it must be something has to do with the "other side of war" as you mention it.
Alright, I will tell you what is in my mind right now. Do you still remember there was a time they mentioned about the HEART could have already awaken? And the person who has the heart is hiding itself. Well they are not really sure about it but they even said that it could be anyone among of Exorcists? So my suspicion is only THAT person is capable of doing something like that to Cross, otherwise it could be Cross who tries to make an escape way.
Earl is mentioned to be a shitload of times stronger than lvl4. And only Generals and Allen/Lenalee combo could somehow hold against lvl4. As hinted by Earl, the true purpose of Akuma is something he does not want for Order to find out. They are not just soldiers for him, but a tool to achieve something secret.
There was even a discussion in one chapter, on WHY Earl did not make his move - everyone decided that Earl plans on using them somehow. Which means that eradication of Innocence and Order is NOT his goal there. Order is essential in his primary goal of "ending the world"
Well, Allen CAN be ruled out - had he left the place, Lenalee would have woken up.
Link on other hand is another thing. IF Crows are immune to Innocence or can disable it, it does not mean that they can fight against Noah or Earl, as only Innocence is known of being capable to seriously damage Earl's entities. So exorcists are the necessary sacrifices for whatever Hitler is planning and the only weapon so far against Earl.
However gaining 14th far outweighs the death of one General.
Obviously Cross KNEW what is going on - He never had any trust in order, he never had any trust in Hitler. He was always running, always not in the HQ, always somewhere else. And only after the whole 14th deal began to slip up, he was forced to reveal his cards. When you open up all your cards, its pretty safe to consider that your "ally" will try to off you as useless one. He pretty much revealed his cards in order for that meeting to happen - that meeting was not only needed to tell allen that stuff. Cross used that meeting to put something into tim - Something he did not want Hitler to have or know.
Now for Hitler's motives - Hitler thinks that Cross opened up all the cards, he records the "you will have to kill" bit, he says to Komui that he will make an announcement about something and Allen the next day and orders Link to get rid of Cross, as Cross is already too dangerous of element and Hitler wants to limit the amount of people who know the truth. Cross is also the only one who could somehow plot something against Hitler or his plans.
So Hitler has no use of Cross, orders his assassination by Link(maybe with more Crow members), frames Allen next day in order to get in control of whatever 14th has to offer - since Allen would not agree to become 14th at his own will, it would be easier for Hitler to get Allen into his complete custody.
Thus by killing Cross, Hitler secures the 14th for himself without any kind of opposition and silences the only one who would know enough to want outsmart Hitler
As for heart - I bet its one of the current characters we know.it can be anyone. Johny(just because he does NOT have innocence, does not mean that he does not have it), That cry-guy who got innocence in arc, Lenalee, Lavi. Lavi did stab himself in the heart.
In the end we might very well be looking at evangelion-like scenario, with Hitler wanting something else to achieve and just waiting for a chance. Just like Gendo Ikari. As Order is useful to earl, Akuma and Earl could be as well used as tools by Hitler, for something else than "ending this war"
