Well, having a bit of knowledge about guns, helps. It was either close shot or multiple shots from the doors. If it would have been multiple shots - we would have heard more than one "click" and the whole Order would woke up. same about Cross firing his own gun - these overkill bullets would wake up half-the-world.
So the only possibility is that someone busted through the doors, rushed forward and shot Cross point-blank. Bullets obviously were exploding ones, since the glass behind him is intact.
The only two possibilities on why Cross did not shoot himself. Either he did not have chance to, meaning that enemy is FAST or that his innocence was ineffective/not_working. The only ones who coul render Innocence "ineffective" are the Order itself - remember the thing used on Allen last few chapters?.
Now the only thing not fitting is the curtain - its torn. Was it torn before or its aftermatch. The second possibility would hint towards struggle, but the fact that Cross died where he was sitting rules that out.
And yea, thats too suspicious - one moment Mr.Hittler says that he will make an announcement today regarding some stuff, the next moment someone finished off Cross.
