It seems there are some misunderstandings.
First, it wasn't a vow like Gon's.
It wasn't granted to him; Hisoka did die, but died with a great wish to live. So on the brink of death he prays to his bungee gum to become stronger through death and massage his heart and lungs. He just had that strong wish and gave that command to his nen. But that was just a huge bet if his wish weren't great enough, or he wasn't in a condition to get revived through heart massage he would still be dead.
It's totally conforming with the way nen stronger through death works in the series, that's why he didn't got any drawbacks. He was just smart to use his own nen to revive himself.
Second, he didn't get healed.
He just put a "makeup" to his injuries with his Bungee Gum and Texture Surprise like he always did in the manga. He really never "recreated" a limb before, but remember that his nen got stronger so he has better control of his Bungee Gum now.
I agree with that. His revival gambit was a huge gamble to begin with, and his Nen has become stronger, which also justifies his new abilities. But since his limbs are made of his Nen, they disappear if his Nen is somehow deactivated.
Sharlnark and Kortopi lost their Nen prior to Chrollo, thus Chrollo is also unable to use them unless their Nen surpass death too. And Kortopi was the weakest member, anyway.
The consequence? Chrollo is unable to use the same tactic on Hisoka again? No doubles and no mind-control.
