Because he had no choice. They forced him to choose between comrades and Shouyou, and Gintoki understood Shouyou's wish to protect his comerades. He choose to obey Shouyou's wish, that's why Shouyou said "thank you", meaning "I'm sorry you have to do this, but thank you for protecting our comrades (my most imprtant things)"



Katsura and Takasugi both understands it, but unlike Katsura, who was able to stand up because he still has an ambition to saving the nation, Takasugi lost everything because Shouyou is the only thing he cared about. So Takasugi had only two choices left---- go completely insane or let hatred take over, he choose the latter, vowing to bring down the world that took away Shouyou and the person who killed Shouyou---Gintoki. But deep down he knowns full well he is just projecting the hatred on Gintoki, who he knowns is more devistated than he is. He is angry at Gintoki for not letting them die along with Shouyou, but he is especially angry for being weak and unable to save Shouyou.



Gintoki is fully aware of Takasugi's hatred toward him but deliberately lets him foster the hatred. As long as "Shouyou's murderer" is still walking around, Takasugi will have a reason to live on and fight instead of spiraling into  despair. Takasugi is aware of Gintoki's intention as well but nonetheless accepts it because he is on the brink of losing his mind.  



Katsura, on the other hand, doesn't seem to hate Gintoki one bit. He is fully aware of how much pain Gintoki must be in, and choose to turn the sadness into power to change the country.  Seeing Gintoki enduring the pain yet still able to fight and go on inspired and changed him from a terrorist into someone who learns to cherish others.



Gintoki is probably the most sad yet amazing character of all, there is no one in the series who has more right than him to distroy the world, go insane or commit suicide. Yet he is bound to the world and protects others because he made a promise with Shouyou. Despite of his whole life being many tragedies and unbearable pain and lost, he is still able to smile and keep his bushido, still able to carry everything on his shoulders and act like it was nothing, still able to love and be loved by others. That's why he is so loved.

Gintoki, Takasugi, I'm so sorry you've suffered so.

I'd take your place if I could, but honestly if I could I wouldn't be able to.

At the end of the day you are just characters, but to me, you are really quite real.

One,if not the best chapter I've ever read.Holy shit.That gives Takasugi,Zura and especially Gintoki a completely new dimension.Just seeing this chapter and thinking about everything that has happened in Gintama until now...wow.

ergh the feels.......i guess it's not surprising Gin took some talking habits from Shouyou since he would have probably been like a dad figure to Gin too....and especially if that said figure died prematurely/horribly, the mind would want to pick up and amplify whatever remains of him (Naruto's kakashi/Obito springs to mind now)

Up until the Courtesan of a Nation arc I thought Gintoki's burden was feeling helpless, unable to save Shoyo-sensei from being arrested. And then during the Joui Wars unable to save Shoyo-sensei's life, unable to protect what's most important to him.

But this chapter just adds a whole 'nother tragic level to Gintoki's past.
