No one in the guild even knew that Mavis was alive. Makarov only knew about the Fairy Heart after becoming guild master. Mavis did nothing on Makarov's life till Grimoire Heart attack Tenrou Island, that's 80 years of doing nothing. The one did the raising was Precht, that's why he still calls Makarov brat even at his old age.
And Mavis did much? It's 3 actually it's only 2 things since she hasn't even done anything yet at the moment. Makarov did way more for his guild than Mavis ever did throughout her life.
And that's a reason to think that Mavis consider FT members like pawns?
Makarov did apologize for that didn't he? Besides he said soldiers not pawns. Also you need to remember the attachment level Makarov and Mavis has with the guild members are different. Mavis has only known or interacted with the guild members for 1/2 years. Makarov spent years with them. Just among the younger members alone, many of them are those he watch grow up like Cana, Gray, Erza , Natsu & the Strauss sibling. Imagine what is it like for the older members. That's decades of feelings there. You can't expect Makarov to be rational like Mavis on this issue. If you see someone beating your family to a bloody pulp, would you say okay i'll run away, call the police and wait for them to come to rescue them. Or would you jump out and defend them first?
