Presumably the master must be the strongest member(within the guild) but not in comparison to other guilds(since masters are not allowed to enter daimato) but this is not a DEFINITE rule. Here is an astounding example that I'm honestly surprised people dont remember(concerning master's power levels).
JURA. Do we have any indication that the hag who spins people arround(lamia scale's master) is in fact one of the 10SW? Not so far. Therefore for us Jura stands above her in terms of power.
