It is not a high standard to expect someone to refrain from assaulting or peeping on their “friends”; it is basic human decency not to. Those actions are wrong whether someone is 8, 15, or 40. That you know people who act similarly does not make those actions right, it means that the problem is pervasive and underscores how insidious it is for them to be written off as gags.

If we were shown Mineta facing actual consequences for his actions, him learning and understanding how his actions were both wrong and hurtful, and him showing contrition and apologizing, I would not have a problem with his character. There are admirable qualities to Mineta, after all (as you frivolously documented). However, positive qualities do not compensate for unrepented transgressions.

Have you ever played an RPG where you just thought "I'm just gonna do a bit of grinding early on" to make more progress quicker. Then that "a bit" of grinding essentially makes you a god in the early game. I swear grinding is like drugs. Addictive
