Tsutomu is Arimi's classmate who has harbored feelings for her since elementary school. He is also Ginta's cousin. Known for being loud, obnoxious, and prone to crying, Tsutomu frequently dwells on the past and becomes envious whenever Arimi dates someone. He often challenges Ginta or Yuu, or both of them together, but always ends up losing and having to shave his head as a consequence. His jealousy peaks when he suspects Ginta and Arimi are dating, leading him to follow them around and make everyone's life miserable. In the New Year's episode, Tsutomu meets a girl named Yayoi-chan, whom he considers his dream girl. However, in his excitement, he forgets to ask for her name, address, or even the name of her school. Devastated by this oversight, he sits alone in a park during the Valentine's episode, feeling rejected. There, he overhears a guy turning down Yayoi. Recognizing him, Yayoi approaches Tsutomu, and they share the chocolate she had intended for the other guy. They appear again in episode 58 on a double date with Ginta and Arimi, suggesting that Tsutomu might finally be turning over a new leaf. Later, when Ginta and Arimi break up, Tsutomu teams up with Miki to help reconcile the couple. By this point, it seems Tsutomu has truly begun to mature.
