The father of Amuro Ray and former husband of Kamaria Ray, Tem was an engineer involved in the Earth Federation's V Project, aimed at developing the first prototype Mobile Suits for military use. Originally from Earth, he moved to Side 7 with Amuro, leaving Kamaria behind as she chose to stay.

After surviving a disastrous incident on Side 7 where he was exposed to the vacuum of space, Tem was rescued and taken to the neutral colony of Side 6. However, the prolonged exposure to space caused severe oxygen deprivation, leading to mental instability, mood swings, and the deterioration of his once brilliant scientific mind.
