Tao Pai Pai is Tsuru-Sen'nin's younger brother and a highly skilled assassin-for-hire. Hired by the Red Ribbon Army to retrieve the Dragon Balls from Goku and eliminate him, Tao Pai Pai successfully beats Goku and takes all but one of his Dragon Balls, which ultimately saves Goku's life from Tao's final attack. Three days later, Tao returns to claim the remaining Dragon Ball, only to find that Goku has received special training from Karin and has become much stronger. Unable to defeat Goku in combat, Tao attempts to kill him with a grenade, but Goku deflects it back, severely injuring Tao.
Following his near-fatal injury, Tao Pai Pai is rebuilt as a cyborg by his older brother and enters the 23rd Tenkaichi Budokai. There, he brutally defeats Chaozu before facing off against Tenshinhan. During their fight, Tao cuts Tenshinhan's chest with a knife, leaving a lasting scar. However, Tenshinhan quickly disarms and defeats Tao. Later, Tao Pai Pai reappears during the Cell Games Saga in the anime. His design served as inspiration for Lau Chan in the Virtua Fighter series.
