A high-ranking officer from the Tokyo Metropolitan Police Department, holding the rank of Superintendent, instills fear in low-ranking officers. His presence during inspections at a police station often signals the end of someone's career, as he is known to carry a notebook with him. In reality, though, he is lenient and willing to accommodate his subordinates' needs by making arrangements, even if it requires personal sacrifices, as long as they ultimately get the job done. On the other hand, Arizuka is strict, constantly reminding his subordinates to adhere to the guidelines set by their superiors while doing their best within their capabilities. For this reason, Yoriko nicknamed Arizuka the king of Hades. In the movie, Arizuka, realizing that as a Superintendent, he knew less about the disappearance of Tadashi Emoto and the Hachi-Ichi-Go paper that Emoto made for the Tokyo Metropolitan Police Department compared to the Chief of the Bokuto Precinct Traffic Division, temporarily stripped Kachou of his rank and command when the latter refused to provide details regarding them.
