Captain Bravo's former teammate and one of the Alchemy Commanders, he leads the Muto-assassination team. Known for his short temper, he often threatens to kill people and rarely plans his actions. He is willing to use the same tactics as his enemies to defeat them. During the Muto-Assassination arc, he stated, "Unreasonable things must be beaten with the same unreasonable tactics."
After Maruyama, Negoro, and Bravo were defeated, Hiwatari confronts Kazuki and his friends with the intent to kill them. While Bravo tried to intervene, Hiwatari unleashed a flame storm that engulfed the entire construction yard, leaving only the two silver skins intact. He was shocked to see Bravo sacrifice himself to protect Kazuki and Tokiko with his silver skin, and he became enraged when Kazuki sought revenge. The two engaged in a fierce battle, with each of their attacks being shielded by fragments of silver skin.
Their fight was interrupted by Sakaguchi Showusei, the Asia leader of the Alchemy Warriors. Hiwatari has the unique ability to talk while smoking and is recognized as the Alchemy Warrior with the strongest offensive capabilities, thanks to his Buso Renkin, the Blaze of Glory.
