Risai serves as the general of Tai's Jou Province and is well-known, although not as celebrated as Gyousou. When Taiki returns to the Twelve Kingdoms, she joins many others in ascending Mount Hou, hoping to be chosen as the new king. As a sennin, she gained her longevity when she became a general under the governor of Jou, who, having lived a long life, required his servants to also possess extended lifespans to maintain their utility. Taiki forms a friendly bond with her but ultimately does not choose her as Tai's new ruler. After Gyousou ascends the throne of Tai, she remains a loyal subject.
When Taiki and Gyousou mysteriously vanish during another civil war, Risai and other military commanders and civil servants oppose the governor who takes control of the kingdom. While many are arrested, Risai is among the few who manage to escape and continues searching for Gyousou and Taiki. Eventually, she flees to Han and then finds refuge in Kei, where she pleads with Youko to find either Taiki or Gyousou to save Tai from the corrupt and totalitarian rule of a usurper who violates the Mandate of Heaven.
