Meer Campbell possesses a voice strikingly similar to her idol, Lacus Clyne, and she leverages this resemblance to impersonate Lacus throughout the series. Both Meer Campbell and Lacus Clyne are voiced by Rie Tanaka in the Japanese version and by Chantal Strand in the English dub. Jillian Michaels provides the English singing voice for both characters as well. Her name translates to "lake" in Dutch, mirroring the meaning of Lacus' name in Latin.
Chairman Gilbert Durandal contacts Meer and requests that she pose as Lacus to bolster his political standing. After agreeing to the task, Meer undergoes surgery to alter her appearance to match Lacus'. However, subtle differences such as their hairclips and clothing reveal their true identities.
Meer takes on Lacus' pop star persona with more vibrant performances: singing livelier versions of her songs, incorporating more dance routines, and wearing more revealing outfits.
Durandal uses Meer to gain support for his policies, recognizing Lacus' significant political influence. Meer genuinely believes in Durandal's ideals and is eager to further his agenda by impersonating Lacus, believing that she will be loved by everyone as a result. However, several key individuals like Athrun Zala, Kira Yamato, and other major characters from the Three Ships Alliance easily discern that she is not the real Lacus, especially since Lacus has been living with many senior members of the Alliance in Orb and later aboard the Archangel. In "The Edge," a manga series depicting Athrun's perspective, Gilbert Durandal acknowledges to Athrun that Meer is an impostor.
Meer is flirtatious and tends to be very excitable, particularly around Athrun. When they first meet, she introduces herself as Meer Campbell and admits she is not Lacus Clyne. Despite Athrun's attempts to convince her to escape Gibraltar with him, she refuses, claiming she is Lacus and prefers to remain so. Later in the series, Meer insists to both Athrun and Lacus herself that she truly is Lacus.
