Bill is a gifted and renowned inventor, credited with creating the original Pokémon Storage System and Time Capsule. He's known to everyone, including himself, as a Pokémon Maniac, thanks to his extensive collection of both common and rare Pokémon. His first catch was an Abra, but his favorite Pokémon are Eevee and its various evolutions.

Bill made his sole anime appearance in Mystery at the Lighthouse (EP013), where he met Ash, Misty, and Brock at his lighthouse located on Route 25.
