Makarov is the "Master" of the guild, aged eighty-eight years and also one of the Ten Great Holy Mages. He harbors a strong dislike for the Council and their imposed rules on guilds. Makarov often tries to balance council reprimands with his guild's eccentricities. He encourages Fairy Tail members to follow their instincts but worries that Natsu, Ezra, and Gray might someday destroy an entire town. His magical prowess includes Titan magic, allowing him to enlarge body parts or transform into a giant, and control over various forms of magic like fire, ice, and wind, granting him immense power. Guild members fondly call him Ji-san or grandpa. Makarov views all guild members as his children, ready to protect them at any cost. He has a perverted side, evidenced by his desire to be crushed by Lucy's breasts and subsequent spankings as punishment.
When Phantom Lord attacked the Fairy Tail guild building, Makarov seemed indifferent, noting that guild wars are forbidden. However, after Shadow Gear was ambushed and crucified by Phantom Lord, he led a full-scale attack. Distracted and upset, Makarov was ambushed by Aria, losing his magic and forcing a retreat. Erza stated they couldn't defeat Jose without Makarov, and Porlyusica criticized his impulsive actions given his age. Recovered, Makarov returned and defeated Jose with "Fairy Law," a powerful spell targeting only enemies. Aria attempted another attack but was easily dispatched, proving his previous victory was due to Makarov's distraction.
Considering retirement due to his advanced age, Makarov finds Laxus too uncaring, Gildarts unsuitable for unknown reasons, Mystogan too reclusive, and Erza too young and brash to succeed him. Hearing about damages caused by Erza-Lucy-Gray-Natsu-Happy from Mirajane made him cry over the impossibility of retiring now. Hiro Mashima mentioned in a Behind the Name segment in Volume 2 that he wanted Makarov's name to sound Russian.
