Kururu Sumeragi is the current leader of Tool Toul To and serves as the Pledge Queen. Her hair is notably messy, which she attempts to tame with pins. She always carries tools with her, hidden in her clothing. As Ikki's tuner, she aims to understand him better both personally and professionally to enhance his tuning. Initially shy around Ikki, she grows devoted to him after witnessing his anger over Simca's attack. Though she doesn't wear ATs herself, her skills in repairing, constructing, and maintaining them are unparalleled. During Ikki's battle with Ringo, Kururu identified the sound of Ikki's ATs and arrived just in time to catch him as he fell towards a river, rebuilding his damaged ATs mid-air in under three seconds. Initially, she rebuilds the Wind Regalia for Ikki, but it is later stolen and given to Sora. During the fight with the White Wolf Clan, Kururu assists Kogarasumaru to showcase her abilities as a tuner. Later, Ikki requests her to create the new Storm Regalia, a task she gladly accepts. It becomes clear that Kururu harbors feelings for Ikki. During a conversation with Kilik and following Sora's betrayal, she rushes to comfort him. Later, she appears alongside Simca and Ringo (disguised as Croissant Mask) after Kogarasumaru’s special training. Agito teases them about their intentions, to which they initially deny but then admit to having similar thoughts. This highlights the ongoing rivalry between Kururu, Simca, and Ringo over Ikki’s affection. Kururu holds the position of Pledge Queen on the Ring Road and is considered Queen-level for her tuning skills despite not being a Storm Rider. Many characters from both Sleeping Forest and Genesis have noted her as Makigami Ine’s successor. Like other Kings and Queens, she has a 'shadow'—a singing woman enveloped in piano mechanisms, first appearing in chapter 109. As the Pledge Queen, Kururu can activate the Pledge Regalia, Axis, which manifests as a large cross that splits into numerous thinner crosses connected by wires. By synchronizing their movements through song (described as bird calls), all tuners linked to Axis gain access to Kururu’s exceptional tuning abilities, including Infinite Scale. Infinite Scale allows Kururu to enter the realm of "Infinite Scale," enabling her to repair, modify, or tune any ATs almost instantaneously. Other members of Tool Toul To have remarked that this level of precision and speed is painful to watch and perform, yet Kururu shows no signs of such strain.
