Kaka was the former Royal Consort of Hou, having been the wife of Chuutatsu and mother of Shoukei. Though Chuutatsu was despised for his cruelty, Gekkei, the governor of Kei Province in Hou, recognized that Chuutatsu's downfall stemmed from the king's failure to realize that his stringent laws were harming his people instead of fostering virtuous behavior as intended. However, Gekkei's view of Kaka was much more critical. He knew that while she outwardly portrayed piety and humility before her husband, aligning with his vision of an ideal citizen, she was, in reality, extremely extravagant and self-indulgent. Despite being aware of her husband's excessive laws, she did not advise him against them but exploited these laws to satisfy her own selfish desires. She ensured her daughter lived in utmost comfort and would secretly eliminate anyone she saw as a threat to herself or her daughter. Consequently, she pressed false charges and ordered the execution of numerous innocent individuals. When the king was beheaded, Gekkei found Kaka secluded with Shoukei and Hourin. He personally executed Kaka for failing to prevent Chuutatsu from causing immense suffering to the citizens of Hou and for abusing her power for personal gain.
