The head of the British Library Special Operations Unit and Yomiko's former boss. He took control of the organization after the death of the Gentleman and is now often referred to as "Mr. Carpenter." His face shows more lines from stress and age, and he now walks with a cane. Joker always smiles and initially appears calm, reassuring, and easy-going. However, as the series progresses, he becomes more violent and high-strung, revealing himself to be an elitist who shares the same "human selection" principles as the I-Jin, the villains from the OVA. Disappointed by the decline of British global influence following the Gentleman's death, Joker devises a plan to regain control of the world, regardless of the human cost. At the end of the TV series, he is seen recovering from a comatose state after inadvertently absorbing Mr. Gentleman's information during Operation Sleeping Books.
In the OVA, he is Yomiko's boss and the acting head of the Special Operations Division. Joker embodies the stereotypical Englishman, described by Kurata as someone whose photo you would expect to see in the entry for "Englishman" in the Encyclopedia Britannica. His cool head and skill with words are his primary weapons. In the novel, he is extremely clever and ambitious, aiming to become the actual head of the division and gain control over the entire country under the command of the Gentleman. Later in the novel, Joker's main goal shifts to destroying the Gentleman after gaining full control of the British Empire, including all military, police, and military intelligence, which the Gentleman had appointed him to lead for nine days.
