Hagal is the second most powerful demon in Niflheim. She has the ability to manipulate perceived reality, making illusionary attacks appear real.

Hagal is a formidable demon who seizes control of Niflheim—also known as Hell—during a rebellion against Hild. As the second most powerful entity in Hell, she imprisons Hild, believing that Hild has lost the power and glory of the demon world. Hagal devises an elaborate plan to gain more wishes on Earth.

Chibi-Hild is attacked by Hagal's servants on Earth and seeks help from Belldandy to fight against her. Hagal's scheme involves destroying everything associated with the Goddesses, a storyline currently unfolding in the manga from chapters 240 to 252. She often refers to herself in the third person and commands numerous servants who fight alongside her.

Hagal's powers include mental control and hypnotism, which she uses against her enemies. She is highly selfish and ambitious, showing no concern for the energetic balance between Heaven and Hell, which is maintained by humans' contracts. During her reign, her demons grant excessive wishes, disrupting this equilibrium.
