Gopp is an Earth Federation Admiral stationed at Jaburo. Prior to the One Year War, he was responsible for overseeing the construction of Jaburo and had discussions with Tem Ray regarding Zeon's mobile worker development. When the White Base reaches Jaburo, Bright and Mirai have several meetings with Gopp. Eventually, he orders them to head to space with the Tianem fleet. Gopp conveys his sorrow over the death of Mirai's father and suggests that the war might have been preventable if her father had not died.
