General White is the eccentric and often unstable Russian commander of Muscle Tower, the northern stronghold of the Red Ribbon Army. As the eldest among the known officers, he may not be a brilliant strategist, but his keen observations allow him to draw conclusions swiftly. He is notably the only officer who discovered Goku's primary weakness—his tail. Stationed at the top of the six-level tower, General White spends his time smoking a pipe, sipping from his flask, yelling, or laughing uncontrollably for no apparent reason. Despite his irritability and impatience, he is surprisingly complimentary, congratulating Goku when he reaches the sixth floor and praising Ninja Murasaki for supposedly eliminating Goku.
When Goku and Android 8 reach the final level of the tower, which is General White's domain, they engage in combat. However, it becomes evident that Goku is far stronger. In a desperate move, General White threatens to kill the village chief if Android 8 does not comply with his order to kill Goku, even shooting the boy with a handgun. In retaliation, Android 8 delivers a powerful punch that sends General White flying out of Muscle Tower, into the mountains, never to be seen or heard from again.
