Brigadier General Fessler was an Amestrian military officer assigned to secure the Kanda region of Ishval during the Ishval Civil War. Known for his pettiness and ignorance, Fessler prioritized boosting his reputation over the well-being of his soldiers. His obsession with clearing his region before other officers led to several hasty decisions that resulted in numerous casualties. When Major Alex Louis Armstrong suffered a mental breakdown due to the emotional toll of massacring Ishvalan civilians, Fessler exacerbated the situation by berating him. Even when his actions caused severe losses among his troops, he referred to them as "home runs" as long as the mission objectives were met.
During Colonel Basque Grand's escort of Logue Lowe to Fessler, hoping to arrange an audience with King Bradley, Fessler stubbornly refused and ordered all soldiers back into battle. In response, Grand shot Fessler point-blank in the chest with his rifle. Despite several witnesses to this blatant assassination, all present soldiers agreed that Fessler’s death was caused by a stray bullet, reflecting their intense hatred for him and his methods. Following Fessler’s death, Basque Grand took over his position as the commander of Kanda.
